The 2026 Transportation Materials Towards Net Zero event is a leadership summit intended to provide a roadmap for legislators, agencies, industries, and the engineering community for ultimate attainment of net zero emissions in transportation materials. The focus will be on common areas of interest related to global warming potential, government regulations, and effects on materials used primarily in the transportation sector. The goal of the event is to identify the major items that must be completed to achieve the targets set for reduction of carbon footprint. The items will become a part of the roadmap used in the process.

Flagger Train-the-Trainer Classes Available

MnDOT and MAPA are offering the Flagger Train-the-Trainer 4-hour course this winter.

This course is used to qualify contractor's personnel to train employees to act as flaggers on MnDOT construction projects. Attendees will meet MnDOT's flagger training requirements contained in the traffic control special provisions. The course includes a review of Field Manual flagger requirements and related layouts, a discussion of safe practices, flagger attire, and flagger responsibilities.

2025 Asphalt Tonnage Report- A Market Shift, Not a Slowdown

MAPA Executive Director, Abbey Bryduck, presented the 2026 Asphalt Tonnage Report at the MAPA Asphalt Conference in December.

Minnesota’s asphalt market shifted in 2025, but overall demand remained strong. Total asphalt production increased from about 12.7 million to 13.1 million tons, even as MnDOT asphalt use declined. That drop was concentrated in the Twin Cities metro area, where MnDOT’s share of total tonnage fell, while outstate counties stepped in to fill the gap.

County, city, and private projects drove the growth. Outstate counties led the increase, becoming the single largest contributor to statewide tonnage growth. City projects also expanded significantly, and private-sector work held steady. Together, these markets more than offset reduced MnDOT investment and demonstrate the asphalt industry’s flexibility and capacity to meet infrastructure needs across Minnesota.


Why MAPA Is Not Raising Dues This Year

Even with nearly 30% inflation since 2016, MAPA has remained financially resilient without raising producer dues. Producer dues have been largely unchanged since 2011, and associate and non-producer contractor dues were last adjusted in 2018, despite rising costs across every part of the economy.

MAPA’s guiding principle is simple: return each member’s dues back to them in value. Rather than increasing dues, the association has grown through diversified programs, events, and partnerships—allowing MAPA to expand advocacy, education, and technical support while keeping participation accessible and ensuring members see a clear return on their investment.


Informal Pre-public Notice Draft MS4 General Permit Now Available

From the MPCA Weekly Digest Bulletin

Currently, anyone interested may review and submit written comments on the informal pre-public notice draft MS4 General Permit (“early draft permit”). Two versions of the early draft permit are available, one that shows markup edits and a clean copy. The MPCA will not provide written responses to comments received but will post and review the comments and will consider incorporating suggested changes into the draft permit in preparation for the formal public notice, planned for the spring of 2026.

The early draft permit, along with information to submit a comment, is available on the MPCA MS4 General Permit webpage. The MPCA is accepting written comments on the early draft permit until the end of the day, Friday, January 30, 2026.

Meet MAPA’s New Technical/Associate Director, Kate Heine

Kate HeineKate Heine joined MAPA in January as our new Technical/Associate Director!

Kate brings hands-on experience managing environmental and technical requirements across multiple asphalt plants and quarries, with a strong grounding in real-world compliance, permitting, and day-to-day operations. She understands how regulations play out on the ground, which is exactly the perspective our members value.

MAPA 2026 Legislative Platform Approved

The MAPA 2026 Platform was approved by the Board in November. Highlights this year are our Scam Pavers legislation which will require a valid MnDLI contractors registration in order to purchase asphalt for commercial purposes in MN, as well as a bonding request specific to pavement funding.

Notice of truck rental rate certification

The commissioner of the Minnesota Department of Labor and Industry has announced a certification of minimum truck rental rates for state-funded road construction projects in Minnesota. View the minimum truck rental rates.

Effective date
The new rates are effective Monday, Dec. 22, 2025.

Prevailing-wage rates certified, effective Dec. 22

The Department of Labor and Industry (DLI) commissioner has certified prevailing-wage rates for commercial construction projects in all 87 counties, effective Dec. 22, 2025.

These rates were identified by annual voluntary survey of commercial construction projects in Minnesota collected by DLI. Wage-rate determinations are available on DLI's website.
