TRANSPORTATION FUNDING
- Predictable and sustainable funding is the most efficient way to pay for our state and local transportation systems. MAPA supports increasing the current state fuel tax to meet the documented need for road funding.
- MAPA supports an increase in the annual registration fee for electric vehicles and/or instituting a percentage charge on electricity from public charging stations, as well as adjusting the current depreciation scale for registration fees.
- MAPA opposes any cuts to revenue or reductions in dedicated revenue sources, and supports passage of a significant capital bonding bill.
- MAPA supports modification of the current language authorizing counties to impose a wheelage tax to allow levies up to $35 per year to account for the loss of purchasing power with 8.5% inflation since 2018.
- MAPA supports the authorization of a municipal local option sales tax for transportation that is similar to the county local option sales tax for transportation.
- In the event of a state government shutdown, MAPA supports that state permits issued for local road, bridge and airport projects should remain in effect with local governments responsible for meeting all legal requirements of the permits. Additional costs incurred by contractors and vendors related to a government shutdown should be paid out of the state general fund.
BONDING
- MAPA supports the inclusion of asphalt applications in state bonding eligible project materials. Asphalt is a 20-year fix.
- MAPA supports the authorization of additional trunk highway bonds (with no more than 20% of trunk highway fund needed for debt service) or general fund dollars for Corridors of Commerce and Transportation Economic Development (TED) programs.
- MAPA supports bonding dollars specifically allocated to pavement funding.
WORKZONE SAFETY
- MAPA supports the review of possible opportunities to increase safety in work zones including speed enforcement activities, public education, and possible changes to the state driver manual.
- MAPA supports the use of automated speed enforcement cameras in work zones.
- MAPA supports changes to MnDOT traffic control unit pricing in a low bid environment that would require a bid item for flaggers.
- MAPA supports establishing funding to support a workzone safety billboard challenge offered to high school students.
LCCA
- MAPA opposes efforts that would mandate the use of material type or Life Cycle Cost Analyses (LCCAs) in state and local road projects. MAPA supports material-neutrality in state and local policies.
- MAPA supports the consideration of design-life when determining Life Cycle Cost Analysis.
WORKFORCE DEVELOPMENT
- MAPA supports efforts that will help train, recruit, and maintain construction-ready workers into the road construction industry.
TRANSPORTATION FUNDING EFFICIENCIES
- MAPA opposes increased funding out of the Highway Trust Fund for recreational trails or other non-highway purposes and supports a comprehensive study of diversions of revenue from the Trunk Highway Fund.
WAGE THEFT CHANGES AND RESPONSIBLE ASPHALT CONTRACTING
- Wage theft laws passed in 2019 and 2023 instituted many new compliance measures to ensure proper payment to employees. MAPA supports clarifying the statute regarding initial notification for seasonal employees and ways to provide timely notice when an employee shifts projects or equipment.
- MAPA supports requiring a MnDLI issued MN Contractors’ License Certificate to purchase asphalt mix for commercial purposes.
ENVIRONMENTAL LEGISLATION
- MAPA supports data-driven policies in cooperation with MnDOT, FHWA, and industry research regarding EDPs and opposes legislative mandates.
- MAPA supports the exclusion of asphalt plants from additional air permitting regulation, as they have been delisted as major pollutants by the EPA.
- MAPA supports requiring the Office of the Legislative Auditor to audit the aggregate production tax, that the DNR consult with stakeholders to make recommendations on the aggregate permitting process, updates aggregate resource maps and protects local aggregate resources.
- MAPA supports the amending of greenhouse gas and VMT mitigation requirements for certain capacity expansion projects by exempting safety projects and the removing the VMT goals.
- Grant Funding: MAPA supports the addition of $500,000 to the Environmental Standards Procurement Task force to provide additional grants to MN asphalt, ready-mix, and asphalt producers to produce EPDs and efficient operations.
UTILITY LOCATE
- MAPA supports continued improvements to the excavation notice system laws (Chapter 216D) to add worker and contractor protections, improve the quality of utility mapping, and allow for contractor recourse when they face downtime due to negligence by a utility.
- Equipment “Right to Repair” Legislation: MAPA will evaluate proposals that seek to allow consumers or independent distributors to repair and modify their own electronic devices and equipment.
