Heather Arends MnDOR
Heather Arends has been with the Minnesota Department of Natural Resources for almost 28 years. Since 2017 Heather has been the Mineral Potential Section Manager and manages the state’s 12-million-acre mineral estate. She has a master’s degree from the UofM in Geological Sciences.
Emil Bautista MnDOT
Emil's specialties include Design and Construction Supervision of Pavements and Bituminous Mixtures; Field characterization of Unbound Granular Materials using the Dynamic Cone Penetrometer (DCP), Light Weight Deflectometer (LWD), GeoGauge and Sand Cone to assess quality control and assurance of highway construction. He also specializes in Field implementation of test methods of pavement reconstruction using a Falling Weight Deflectometer (FWD) and Research civil engineering materials, unbound granular materials, asphalt mixtures and pavements structures. Special focus in Unbound Granular Materials for Base and Subbase Construction.
Mark Becker Fabyanske
Mark Becker is a shareholder in the construction law practice of Minneapolis, Minnesota based Fabyanske, Westra, Hart & Thomson, PA. Mark focuses his practice on construction disputes involving differing site conditions, delays, and construction defects, as well as assisting clients to negotiate and structure construction contracts. Mark’s clients include many general contractors and subcontractors in the paving and infrastructure sector of the construction industry. Mark is a Fellow in the American College of Construction Lawyers and has served as the Chair of the Construction Section of the Minnesota State Bar Association. Mark is a construction arbitrator with the American Arbitration Association and serves as a mediator. Mark earned his bachelor's in civil engineering, cum laude, from Northwestern University, and his law degree, high distinction, from the University of Iowa College of law. In his spare time, Mark tends to an orchard and garden where he grows a variety of fruits and vegetables.

Nick is a Hydrologist at the Minnesota Department of Natural Resources, where he has worked for almost 12 years. Nick has a Master’s degree in Geological and Earth Sciences from the University of Minnesota.
Margaret Donahoe Transportation Alliance
Margaret Donahoe serves as Executive Director for The Minnesota Transportation Alliance. Ms. Donahoe joined the Alliance in 2000 and in 2008 she was promoted to the position of Executive Director. Prior to joining the Alliance, Margaret spent eight years working for the Minnesota Senate, the last three of those years as Committee Administrator for the Senate Transportation Budget Division. Ms. Donahoe holds a Bachelors degree in Political Science and French from the University of Minnesota and a Masters Degree in Public Administration from Hamline University.

Kyle Hoegh is a Research Engineer at the Minnesota Department of Transportation who specializes in nondestructive evaluation. He is the project manager of the Transportation Pooled Fund TPF-5(443) titled, “Continuous Asphalt Mixture Compaction Assessment using Density Profiling System (DPS).” Kyle received his Ph.D in Civil Engineering from the University of Minnesota in 2013 and has been working at MnDOT for 10 years.
Beth Keister Olmsted County
Beth A. Keister, P.E., works in the Environmental Resources Department of Olmsted County. Olmsted County’s Waste-to-Energy facility consumes an average of 330 tons per day of municipal solid waste to produce steam and electricity for local customers. It also produces approximately 28,000 tons of combustor ash annually. As part of her job, Ms. Keister is identifying and evaluating alternatives for ash management to minimize the use of airspace at Kalmar Landfill.

Paul Mellor is the author of ten books, including Strokes of Kindness, about his 2024 Mississippi River adventure, and Finding the Keys for Remembering Anything. He was a finalist in the USA Memory Championship, where he recalled the names of over 90 people in less than 15 minutes, remembered in exact order over 100 single-digit numbers after a five-minute study, and recalled the exact order of a shuffled deck of playing cards after less than a three-and-a-half minute review.
