Bonding Bill Failed During Special Session - Please Weigh In!

A large capital investment bill was under discussion during the MN Legislature’s recent Special Session.  The bills proposed were some of the largest amounts seen for bonding in transportation. The Governor's proposal included $215 for roads and bridges, the House proposed $333.6 million, and the Senate proposed $258 million.

The votes needed to pass in the House were not provided by the GOP, citing their opposition to the continuation of the Governor's Peacetime Emergency Powers.

There may be another opportunity for a bill to pass as the legislature may convene in mid- August for the Governor to extend his emergency powers another month.

As a reminder, we have a projected $400 million reduction in income for 2020/21 as well as $400 million at risk in the general fund with a $1.6 billion deficit.

MNDOT Discount Rate


The revised MnDOT discount rate supporting cost-effectiveness, life-cycle costing, and related analysis for use in SFY 2021—based on a five-year rolling average—is 1.02% (rounded to 1.0%), 0.2 percentage points *below* last year. (The current real 30-year Treasury rate assumption is the lowest since at least 1979.)

Additionally, the Inflation Adjustment (IA) referred to in the Pavement Selection Process tech memo—describing the relative inflation rates associated with highway construction and the overall economy has been recalculated. Based on a blend of SFY 2020 historical pricing trends and 10-year projections, a new IA = 0.9964 (highway-related prices trending just a bit *slower* than general inflation) has been established for use in SFY 2021.

MAPA is conducting Zoom meetings with our Minnesota congressional delegation, district by district. MAPA members in each respective district are invited to attend to discuss topics like transportation funding, upcoming environmental legislation, stimulus funding, and the upcoming elections. Stay tuned for the meeting in your area. Please join us, the more we can connect with our representation, the better our interests are represented; and no one is more effective than a local constituent.

New Membership Categories

The MAPA Board has created new membership categories for our Minnesota commercial/residential pavers. New rates are the following, based on tonnage.

Non-Producer Members

Any individual, firm or corporation operated on a for-profit basis engaged in the placement of plant mix asphalt, but does not own or operate plant mix asphalt production facilities. Available Producer membership dues categories are:

  • 0 - 15k Tons/Year: $1,500
  • 15,001 - 50,000k Tons/Year: $2,500
  • 50,001 - 75,000k Tons/Year: $3,500
  • 75,001 - 100,000k Tons/Year: $4,000
  • 100,001 - 300,000k Tons/Year: $5,500
  • Over 300,001k Tons/Year: $7,000

MAPA is developing a new industry training program called the MAPA Quality Paving Certificate Program. This training is designed for new entrants to 3 years of experience to asphalt paving. 

Topics will include: Bituminous, Soils, and Materials, Introduction to Plant Management, Equipment Best Practices, Tack Best Practices, and Customer Service and Materials Knowledge. This is intended to be a one-day course, with self-directed online options in development.

The program in slated to launch in April of 2021. Become MAPA Certified and show customers that you are a quality paver!

Registration is now open for the WofA Mentorship Program!

One of the primary goals of Women of Asphalt is to foster and promote networking and mentoring opportunities. The WofA mentorship program is designed to be a resource for you and other women in the industry to help encourage success. If you are interested in becoming a mentor, or would like to be paired with a mentor, please complete the WofA Mentorship Registration Form. Registrations will be accepted through October 15, 2020.

Never been involved in a mentorship program? Don’t worry! WofA will provide plenty of resources for you, including a WofA Mentorship Guidebook, online training for mentors and mentees, and WofA Mentor Ambassadors.

Eugene Skok

Sad News - Gene Skok

Eugene L. Skok "Gene" passed on June 29, 2020. He was a leader in the asphalt and paving profession, a civil engineer, and former faculty member at the University of Minnesota and St. Paul College. He was secretary/treasurer of the Association of Asphalt Paving Technologists for 45 years.
