MnDOT’s 2017-2020 State Transportation Improvement Program (STIP) Update

The STIP is Minnesota’s four year transportation improvement program. The STIP identifies the schedule and funding of transportation projects by state fiscal year (July 1 through June 30). It includes all state and local transportation projects with federal highway and/or federal transit funding along with 100% state funded transportation projects. Rail and port projects are included for information purposes. The STIP is developed/updated on an annual basis.

MnDOT Asphalt Paving Awards

Linked below is the request for nominations for the 2016 Asphalt Paving Awards.  The deadline for project submittal is Friday, Sept. 30, 2016.  The agency (county or state district) needs to submit the award. If you know of a project that would be a good candidate for this award you should contact the agency representative so they can fill out the forms.

MN Department of Labor & Industry

For your information, the Minnesota Department of Labor and Industry Workers’ Compensation Division has put on public notice the intent to Adjust Workers’ Compensation Vocational Rehabilitation Hourly Rates.
The commissioner may increase the maximum hourly rates for rehabilitation services annually on October 1, but any increase is limited by the maximum annual adjustment under Minnesota Statutes, section 176.645. Minn. R. 5220.1900, subp. 1b.
Notice was given that on October 1, 2016, the maximum workers’ compensation qualified rehabilitation consultant (QRC) hourly rate will increase by 3.00 percent, to $107.21, and the maximum hourly rate for workers’ compensation rehabilitation job development and placement services will increase by 3.00 percent, to $81.39.

State Asphalt Pavement Association Meeting

This year the State Asphalt Pavement Association (SAPA) meeting was held in Des Moines Iowa. The two day conference focused on various national issues that the asphalt industry faces as well as ways to promote asphalt pavements on a state level.

American Public Works Association PWX Minneapolis

This year the APWA PWX national conference was held in Minneapolis, MN. The Asphalt Pavement Alliance sponsored a booth at the event with MAPA staff helping to promote the asphalt industry by demoing PaveXpress, a simplified pavement design software to help engineers and pavement decision-makers analyze pavement structures. The booth also highlighted several national drivability marketing infographics for asphalt pavement including: Smoothness, Noise, Safety, Sustainability & Construction.

MNG49 Permit Update

The Nonmetallic Mining and Associated Activities (MNG49) general permit will expire October 31, 2016. Applications were due earlier this year. MAPA has worked with Wenck Associates, ARM and the MPCA on the draft permit language which has been sent to the EPA for review.  The latest information will be available on the Nonmetallic mining and associated activities page as it become available. Bituminous Roadways, Inc.

The Bituminous Roadways, Inc. (BR) administrative staff has grown by two this summer as they’ve hired both a marketing coordinator and most recently, a human resource manager.

Heidi Sedlacek (said-lah-check) started at the beginning of the summer as marketing coordinator. She comes to BR with more than 15 years of marketing experience from corporate settings to agency work, as well as municipal government. Recently, she was with the city of New Brighton as a recreation supervisor. As marketing coordinator, Heidi will be distributing customer newsletters and surveys, managing the BR calendar project, updating social media sites and coordinating many other communication projects.

In August, Sarah Wieremann (why-er-men) was hired as the human resource manager. She comes to BR with more than 13 years of human resources experience from corporate sales companies to the construction industry. Recently, she was with Cherne Contracting (Kiewit Corporation) as HR Specialist/Training & Development. As human resource manager, Sarah will focus on many different areas of the BR business, including performance management, policies and procedures, training and development, recruiting and much more.

Redpath and Company

In February 2016, the Financial Accounting Standards Board (FASB) issued an Accounting Standards Update (ASU). The update will change the way that leases are reported, and will likely have significant accounting, operational, and contractual impacts.

The ASU will require more transparency in regards to the reporting of leasing transactions. Specifically, under the new standards, all leases with lease terms of 12+ months will need to be recognized on the balance sheet, regardless of their classification. Previous guidance allowed off balance sheet classification of operating leases.

Road Machinery & Supplies Co.

Russell Sheaffer will be starting with RMS at the end of August as President of Road Machinery & Supplies Co. Russell is currently the President of Cummins Central Region (formerly Cummins NPower and three other consolidated distributors), a 27 branch distributor of Cummins engines and power generation systems with 1,400 employees. He brings to RMS 30 years of experience with Cummins, Inc., including eighteen years as VP of Sales and Marketing at NPower.  Also starting in late August is Troy Johnson as RMS’ CFO. Like Russell, Troy has spent his entire career with one company. Troy is an audit partner in the Minneapolis office of Grant Thornton where he has worked for 23 years. Much of his audit practice involves work with companies in the manufacturing, distribution, and technology industries.  Chuck Gallagher is promoted to Vice President Southern Operations. Chuck has led our four Iowa/Illinois branches as General Manager since 2013.  Andy Schwandt is promoted to Vice President, Sales Manager, and will continue to manage the Savage heavy sales group. Jon Anderson is promoted to Vice President Northern Operations. Jon started at RMS in 2015 after a 30 year sales and product support career on the Iron Range. Please join in congratulating Andy, Jon and Chuck for their well-deserved promotions and in welcoming Russell and Troy when they start at RMS in late August.

Rock On is celebrating 15 years with their Operation Respect campaign and are proud to have made a Veteran’s Memorial Float to honor fallen soldiers and those serving for our country and a Police Tribute truck to thank those protecting us. We are currently working on finishing the Fire/First Responder Memorial truck. These trucks were made to raise awareness and show respect to everyone who protects and makes America great.
