MAPA Updates

Annual Meeting Registration & Hospitality Suite Info


Make plans now to attend MAPA’s 64th Annual Meeting beginning with the Paving Awards Banquet the evening of Dec. 6th and continuing on Dec. 7th and 8th at the DoubleTree by Hilton Hotel in St. Louis Park, MN. Our Annual Meeting offers opportunities for networking, supporting MAPA, promoting asphalt, gaining insights on the economy, and time to socialize with your peers. Hospitality Suite
The MAPA Annual Meeting will not have a formal lunch on Thursday, rather attendees will be encouraged to visit the Hospitality Suites for a “Taste of MAPA” competition. Voting will occur at the Auction and the winning Hospitality Suite will receive an award. During the Hospitality Suite time, attendees are encouraged to visit the suites and will have a Bingo Card to fill out to be eligible for a prize drawing. We will not be having a Live Auction this year, however we will have a Silent Auction.
New this year, more than one company can sponsor the Thursday night event at Punch Bowl Social located in the West End, see the Sponsor Form. The hotel provides round trip transportation for attendees and this is a great way to continue networking, bowl, play games, and sing karaoke.

MAPA Legislative Meet & Greets

Highway funding is listed as a top priority under goal #2 on MAPA’s Strategic Plan. To meet this goal MAPA coordinates with Jim Wafler (MAPA Legislative Consultant) to hold Meet & Greets with various MAPA members and legislature representatives to educate both on the asphalt industry and funding needs.

On September 20th Bituminous Roadways held a Meet & Greet for several local legislature representatives at their Mendota Heights office. The presentations consisted of an overview of Bituminous Roadways from Kent Peterson (Bituminous Roadways President and MAPA President), following was a presentation on asphalt materials from Dusty Ordorf (Quality Control Manager – Bituminous Roadways), and lastly was a presentation from Bituminous Roadway’s Human Resources Director on maintaining their workforce.

MAPA Sporting Clay Event

The MAPA Sporting Clay Event was held at Wild Marsh Sporting Clays in Clear Lake on Monday, September 25th. We had a total of 48 attendees at the event and 10 sponsors. The light rain did not hold back the event this year with a record turnout. Two stations this year had green targets for a chance to collect raffle tickets for each green target hit. Also new this year was an Annie Oakley contest after the teams were done with their round. All shooters had a chance to compete with each other until there was one person remaining. Both rounds resulted with Kristopher Duininck as the victor. Thank you all that attended this year!

MAPA Partnering Award

MAPA would like to recognize projects that have shown successful partnering between MnDOT and contractors. MAPA contractor members may submit a project to be awarded at the MAAPT/MAPA Annual Awards Banquet on Wednesday, December 6, 2017. The MAPA board will review the submissions and determine the award winners.

What is Partnering?

Partnering is the process of creating a cooperative team by resolving issues in a timely manner.  This helps to ensure project value is retained. Disagreements during the project can arise. Project partnering helps to enable all the stakeholders to develop open lines of communication. All parties must be willing to openly discuss the issues and work to resolve them at the lowest level.

Eligibility Requirements

  • Projects must be substantially complete by October 13, 2017
  • MnDOT or State Aid project

2017 Ecological Award Forms Available

The Ecological Commendation Award recognizes asphalt pavement production facilities that best demonstrate safe and responsible environmental practices. Facilities are judged on their design layout, clean operation, conducted tours for neighbors/local community groups/school groups and appearance.
In an effort to open the award to all MAPA Producer Members we have created FORM B that can be submitted if FORM A does not apply.
  • The Ecological Commendation Award is open to Asphalt Pavement Producers
  • The award is open to all parties regardless of membership in MAPA
  • The facility must be located in the State of Minnesota
  • If the facility has been awarded the MAPA Ecological Commendation Award from previous years and the plant has not been altered (fill out and return “FORM A” on page 2).
  • If the facility has been awarded the National Asphalt Pavement Association (NAPA) Diamond Achievement Commendation For Excellence in Asphalt Plant/Site Operations or received a MAPA Ecological Commendation award from previous years (fill out and return “FORM A” on page 2)
 – or –
  • Fill out and return to MAPA the “FORM B” on pages 3-16.
  • May qualify for permanent or portable plants
Reviewing: Responsibility will be of the Minnesota Asphalt Pavement Association (MAPA), and/or National Asphalt Pavement Association (NAPA), and other appropriate approving authorities.

Showcase your Projects at MAPA’s 64th Annual Meeting

We would like to showcase you (MAPA members), your crews and the projects you completed this year that you are particularly proud of, which show quality workmanship and the versatility of asphalt pavements. This is the 11th year we are attempting to showcase our MAPA Members in this fashion, and we plan to build on this every year.

Please bring a poster, showcasing your project(s) to MAPA’s Annual Meeting. MAPA will have approximately 10 easels available for use on a first come first serve basis, or you can bring your own easel to place your poster upon.

Possible suggestions that your poster could include are 4 to 5 pictures of a specific project installation, whether it is a roadway, parking lot, porous asphalt pavement, walking or bike path, tennis court, running track, race track, airport runway/apron, etc. and a brief write-up describing the project (where, when, versatility, excellence of the working crew, …).

With your permission, MAPA would use the posters/displays you provide at statewide regional seminars with specifiers of asphalt pavement, and to develop flyers, etc., to promote our members and the versatility of asphalt pavement. Please notify us if you want the poster returned to you.

Your assistance with this is greatly appreciated!


Late Season Paving Advisory

The issue of continuing to place asphalt pavement in cool weather comes up every autumn. Calendar limitations for asphalt paving are controversial. Fall cut-off dates discourage owner representatives from approving paving operations when there is a potential for cool weather. In addition, this may restrain contractor’s operations.

Inevitably, in the fall, there will be unexpected situations where it becomes necessary to complete asphalt pavements. There are risks related to cold weather paving. Mix, air, and bae temperature at the time of placement as well as compaction effort are critical to the success of late fall paving. The window of time in which to achieve compaction is significantly less in cool weather conditions. We recommend you discuss the risks with the owner’s representative and use the tools below and attached to determine if there is sufficient time to achieve compaction. Also, the Minnesota Department of Transportation’s Specification 2360.3.A.4 limits when paving can occur due to weather conditions. The contractor should obtain, in writing, the order to place bituminous mixture under circumstances which seem prohibitive or can impact quality.

MAPA 2018 Calendar Photo Competition

MAPA is accepting photos for the 2018 Calendar Photo Competition. The calendar will have 12 high quality images (one for each month) related to our industry. Submit your photo(s) to bbrever@mnapa.com and if your photo is selected, your name and your company will be given credit on the calendar. The images should be as high of quality as possible (1500×1100 minimum resolution). The submittal deadline is October 13, 2017.

Some ideas for an image are:

  • An Asphalt Paving train
  • Seasonal images of scenic asphalt roads (Summer, Fall, Winter, Spring)
  • Newly paved roads
  • Asphalt plant during operation


Silica Rule Now Enforceable

On Sept. 23, OSHA’s Silica Rule for Construction became enforceable. The agency released a memo last week outlining how it will enforce the standard, and when interim inspection and citation guidance will be available. Over the past year, NAPA has provided detailed information to aid road construction companies in complying with the rule. For a succinct overview of the rule’s compliance obligations, click here.

MnDOT Updates

MnDOT Makes Change to Annual Permit Trip Logging Requirements

MAPA and MnDOT met to create a pilot study that would allow contractors to not seek MnDOT approval for certain oversize truck trips. The pilot study was successful and MnDOT has made this change permanent. Click here to read the full release.

MnDOT Standard Plates Update

The following Plates have been added and/or modified:

  • 7102  – Concrete Curb & Gutter (Design D, S, & R)
  • 8360  –  Guardrail Post Length Marking

MPCA Updates

MNG49 Permit Changes

The new MNG490000 (Permit) was issued by the MPCA on June 15, 2017. The MPCA did not notify permittees so if you are covered under the MNG49 Permit be sure to review the new conditions and update your facilities and SWPPPs accordingly.  There are some significant changes in the new permit that may require changes to best management practices and sampling requirements.  A summary of changes is provided below but refer to the permit for detailed information.  You can also contact MAPA for more information regarding how these changes may impact your facility.

Notice of Availability and Request for Comments

Minnesota Pollution Control Agency (MPCA), Watershed Division, Notice of Availability of the Draft Missouri River Basin Watersheds of Minnesota Watershed Restoration and Protection Strategy (WRAPS) and Total Maximum Daily Load (TMDL) Reports, and Request for Comment. Public comment period begins September 25, 2017 and ends October 25, 2017. A draft WRAPS report is available for review at the MPCA website at: https://www.pca.state.mn.us/public-notices
