2018 Grading and Base Specification Draft Changes

Training Announcement: Intelligent Compaction and Paver Mounted Thermal Profiling Specifications and Veta Software

Class Dates: March 2, March 7, March 21, March 23, March 28, March 30, April 3, April 10, April 18 or April 20, 2017 (9AM to 4PM)

Starting January 1, 2017 contractors will be responsible for data analysis and summary data using Veta software. MnDOT is offering training on this initiative.

This one-day course will cover the duties and responsibilities related to “(2016) Quality Management – Paver Mounted Thermal Profile (PMTP) Method” and “(2016) Quality Management Special – Intelligent Compaction (IC) Method”. Hands-on computer training on how to use Veta for analyzing and reviewing data will also be provided, along with instruction on how to complete forms. Topics covered: background information on both the PMTP and IC technologies; system requirements; lot and sublot establishments; standardized naming of lots; design file requirements; monetary price adjustments; import of data, design files and spot test data into Veta; creation of Veta filters and standardized filter naming conventions; creation of sublots within Veta; Veta mapping, viewing and analyses; completion of required forms.

Partnering Guidelines

Partnering is an informal or formal team-building concept that involves Mn/DOT, the contractor, and possibly third party Partnering Expert to facilitate the process. Partnering typically includes regularly scheduled meetings (monthly, quarterly) between the contractor staff and Mn/DOT staff. Partnering meetings may also include third party stakeholders such as local units of government and utilities. Partnering is most effective when issues are brought forward during the early stages. All parties must be willing to openly discuss the issues and work to resolve them at the lowest level. MAPA encourages members to use Partnering information in the links below on future projects.

MnDOT Tech Memo Updates

Storm Drain Design Frequency and Catch Basin Spacing

This Technical memorandum is intended to update MnDOT spread criteria to accommodate flexible design, and to clarify policy relating to design frequency, allowable spread, and placement of catch basins and bridge deck drains contained in the August 2000 edition of the MnDOT Drainage Manual.



MnPASS Lanes Design and Implementation Guidelines

MnPASS Lanes are designated lanes or roadways where the flow of traffic is managed through vehicle eligibility, facility access control, or in some cases collecting variably priced fees. They are used to improve capacity, encourage multi-occupant vehicle ridership, increase transit use, and provide a consistently congestion-free option for transit users, carpoolers, and those willing to pay. These guidelines are based on current national practice and the recommendations of the MnDOT Managed Lane Advisory Committee.

The MAPA Sporting Clay Event was held at Wild Marsh Sporting Clays in Clear Lake on October 5th. There were 36 attendees at the event and 6 sponsors.

calendarCalendar Photos Needed

MAPA is requesting photos of asphalt projects from MAPA contractors for the annual calendar. We need 12 high quality images (one for each month) related to our industry. Submit your photo(s) to bbrever@mnapa.com and if your photo is selected, your name and your company will be given credit on the calendar. The images should be as high of quality as possible (1500×1100 minimum resolution). The submittal deadline is October 30, 2016.

Some ideas for an image are:

  • An Asphalt Paving train
  • Seasonal images of scenic asphalt roads (Summer, Fall, Winter, Spring)
  • Newly paved road, path, parking lot, track or other facility
  • Asphalt plant during operation

The Protecting Americans from Tax Hikes Act of 2015, passed in mid-December of last year, contained many great provisions for individual and business taxpayers. Some of the most significant improvements relate to the Research & Development (R&D) tax credit. Steve Schemenauer, a partner and construction lawyer at Stinson Leonard Street LLP, just returned to the firm after completing a one-year Army War College National Security Fellowship, earning a certificate in international security studies from Tufts University’s Fletcher School of Law and Diplomacy. Recently promoted to Colonel in the Minnesota Army National Guard. Schemenauer has served in the U.S. Army for more than 25 years, commanding at all levels from platoon through battalion. Schemenauer has served multiple combat tours, commanding an Infantry Company in Afghanistan from 2004-2005 and performing Intelligence in Iraq from 2009-2010 for the 34th Infantry Division (“Red Bulls”). He is currently the Director of Intelligence for the Minnesota National Guard, where he advises the Adjutant General and Joint Force Headquarters’ staff on foreign and domestic threats, joint intelligence policies and programs, and special security operations.
