MAPA Meets with Congressman Jason Lewis’s staff to discuss LCCA

On May 4, 2018 MAPA staff, Bituminous Roadways management, and Jay Hansen with the National Asphalt Pavement Association met with Congressman Jason Lewis’s staffer Andrew Giacini to talk about life cycle cost analysis (LCCA) and how it relates to the asphalt industry. The meeting was hosted in the office headquarters for Bituminous Roadways.

Brandon Brever (MAPA Associate Director) provided an overview of the asphalt industry in Minnesota and some background on LCCA in Minnesota. LCCA is a tool with many variables that can be used to compare cost to overall longevity of a pavement life. MAPA and NAPA strongly opposes all legislation — such as H.R. 5578 — that tells state and local governments to undertake even more studies if they wish to continue to receive Federal-aid Highway funding for certain highway projects.

NCHRP Synthesis 494 Report highlights the following:

  • 30 of the 41 survey participants indicated that their agencies are using LCCA at the asset level
  • 27 of the 41 agencies that completed the survey currently use LCCA for selecting preservation or maintenance treatments for assets.
  • 26 of 41 state agencies surveyed are currently using LCCA at the project level

NAPA released talking points and position statement of the proposed bill.

 

 

Mix Surface Quality Meetings with Metro Cities

Brandon Brever (MAPA Associate Director), MAPA board members, and local metro quarry suppliers met with several cities having surface pop-outs issues. The purpose of these meetings are to:

  • Gather information and pictures of pavements having surface pop-outs.
  • Discuss the importance of utilizing local aggregates in city specifications.
  • Determine best practices for the asphalt industry
  • Come up with a specification solution that the city feels comfortable with while maintaining quality.

Overall, the initial meetings with various metro cities were an important step to establishing ongoing communication. MAPA will continue to work with the cities and MnDOT State Aid so taxpayers can utilize local materials in the mix specification.

MAPA 2019 Calendar Photo Competition

Oak Ridge RoadMAPA is accepting photos for the 2019 Calendar Photo Competition. The calendar will have 12 high quality images (one for each month) related to our industry. Submit your photo(s) to bbrever@mnapa.org and if your photo is selected, your name and your company will be given credit on the calendar. The images should be as high of quality as possible (1500×1100 minimum resolution). The submittal deadline is September 30, 2018.

Some ideas for an image are:

  • An asphalt paving train
  • Seasonal images of scenic asphalt roads (Summer, Fall, Winter, Spring)
  • Newly paved roads
  • Asphalt plant during operation

 

MnDOT Updates

Pavement Investment Guide

The goal of the pavement investment guide for MnDOT is to develop a process to help the agency make better informed decisions on how to invest in their pavements. Glenn Engstrom sent out a MnDOT memo linked below to give an overview of the pavement investment guide.

The Minnesota Temporary Traffic Control Field Manual has been updated into a January 2018 edition. This is now the document to use when controlling traffic (vehicles and pedestrians) for work of three days or less on any road open to the public in Minnesota. Training resources are online.

Knife River Corporation

MDU Resources Group Aquires Tri-City Paving

MDU Resources Group, Inc. (NYSE: MDU) announced today it has acquired Tri-City Paving, Inc., a general contractor and aggregate, asphalt and ready-mix concrete supplier headquartered in Little Falls, Minnesota.

Tri-City will become part of Knife River Corporation, the construction materials subsidiary of MDU Resources. Financial details of the acquisition were not disclosed. MDU Resources anticipates the acquisition will be accretive to earnings per share. Tri-City is an established Central Minnesota construction company whose service area, strong aggregate supply and vertically integrated business model make it a strategic fit for Knife River.

Olson Construction Law

Olson Construction Law Achieves Vindication for Iowa Contractor in Differing Site Conditions Case

In 2015 the City of Des Moines voted to prevent Jenco Construction, Inc. from bidding or working on City projects for a period of three years. The City claimed that Jenco had failed to deliver quality and timely work on the Grand Avenue bridge project. While the project did not open as scheduled, Jenco argued that the delays were a result of unforeseen conditions located at the project site, and the Project Engineer’s failure to conduct a site investigation when informed of the conditions. When Jenco was disqualified, Vice President Bradley Jensen was quoted by the Des Moines Register as stating “The truth will come out. We will be vindicated.”
