Environmental Compliance Calendars – New

Asphalt plants in Minnesota are subject to a number of air and water quality rules and regulations. To lessen the confusion of interpreting these environmental rules and regulations, the compliance calendar summarizes daily, weekly, monthly, and annual state and federal compliance requirements for you—making it easier for you to keep accurate inspection records and compliance logs. This calendar primarily focuses on the Registration Option D Air Emission Permit and the state and federal HMA record keeping rules.

The MPCA originally created the calendars but ceased production in 2012 due to budget constraints. MAPA has contracted with Wenck Associates, Inc. to update the calendars for 2017 and 2018.

The environmental compliance calendars for 2017 & 2018 are available electronically in the links below for MAPA Members to print out. The calendars will be updated annually for MAPA members.

Scholarship Applications Due June 30

The 2017 MAPA scholarship form is available here. Please note that all applications must be complete and postmarked no later than June 30, 2017. 

Any student who is the son or daughter of a MAPA member employee that will be enrolling in an academic institution in the fall of 2017 can apply. This may be a four-year college, community college, technical or vocational school. First time applicants will be given preference.

Beginning in 2014, MAPA raised funds for its scholarship program through an annual golf event, which is supported by the 145 member companies of MAPA. To date this event raised over $80,000 in scholarship funds. The proceeds from the upcoming 4th Annual Golf Outing on August 14, 2017 will go to the MAPA Scholarship and Education Funds.

MnDOT Updates

MnDOT Eases Summer Weekend Oversize Travel Restrictions

As a result of MnDOT-MAPA meetings, MnDOT is easing summer weekend oversize travel restrictions. From June 2, 2017 thru August 27, 2017, oversize travel is not allowed between 2:00 and 8:00 p.m. on Fridays and Sundays.

Please note that additional holiday travel restrictions apply for Independence Day weekend. Review the Holiday Schedule for more information.

 

Seasonal Load Limit Notification

The starting date for Full-Summer Overweight Permits in the north frost zone is Wednesday, June 7, 2017. Full-Summer Overweight Permits are already available in the other frost zones. Click here to read the full notification

Monthly Visual Inspection Tips for Rain Event Inspections – Reminder

The NPDES General Industrial Stormwater Multi-Sector Permit requires at least one site inspection per year to be completed during a runoff event. This means the inspection should be done while it’s raining or during the time the runoff from the rain event is still occurring. At a minimum, inspect storage tank areas, waste disposal areas, maintenance areas, loading/unloading areas, as well as raw material, intermediate product, and final product areas. Also inspect both structural and non-structural BMPs.

Look to see if there is any discolored water getting past the BMPs, or if there is any other form of pollutant such as oil and grease present downstream from the BMP. If this is observed, document the findings in your inspection log book and initiate BMP repairs or replacement. Remember that once the corrective actions have been completed, you also need to document what was done and when those corrective actions were completed.

Be sure to document your monthly inspections. Use your inspection form or use the MPCA’s Industrial Stormwater Site Inspection Form.

Feedback Requested – New Stormwater Permit for Construction

Although the current construction permit is not scheduled to expire until August of 2018, the MPCA intends to re-issue the permit as soon as fall of 2017. The expiration date coincides with the expiration of the Municipal Separate Storm Sewer System (MS4) Permit and the MPCA is concerned about having multiple general permits expiring on the same schedule due to limited staff resources. Additionally the MPCA will not be proposing major changes in the draft permit. MAPA will still monitor and comment as needed.
