MAPA 2018 Legislative Session Preview – Jim Wafler, MAPA Lobbyist

The 2018 session of the Minnesota Legislature convenes on February 20, and is expected to last until mid-May. This is the second session of this biennium, and the focus traditionally has been on state capital investment projects. Legislative leaders and the Governor are already promising a friendly, cooperative session, but don’t place any bets on that happening quite yet.

There are two major issues that must be dealt with:  another capital investment bill, and federal conformity to the federal $1.5 trillion tax cut bill. Both of these issues have the capability of being very contentious and time-consuming as the session continues.

Asphalt Construction & Quality Workshop

The Minnesota Asphalt Pavement Association (MAPA) and the 2018 Workshop Planning Committee invite you to attend the 62nd Annual MN Asphalt Construction & Quality Workshop on Wednesday, March 14, 2018 at the Earle Brown Heritage Center located at 6155 Earle Brown Drive in Brooklyn Center, MN.

This workshop is a technology exchange of new developments and strategies for asphalt pavements. This year the topics are focused on:

  • 2018 Legislative Session
  • MnROAD & NRRA Partnership
  • State Aid & Local Government Updates
  • MnDOT Asphalt Specification Updates
  • Intelligent Compaction & Paver Mounted Infrared Scanner Implementation (MnDOT & Contractor Perspective)
  • Paving, Tack Coat, and Plant Operation Best Practices

Personal Development Hours (PDH’s) will be available for attendees at this workshop.

Numerous vendor/exhibitor booths will also be open during the day.  This is a good opportunity for networking, viewing new products, obtaining information, and gaining some insights into the 2018 construction season.

NAPA Updates

2017 NAPA Quality in Construction Awards Earned by Minnesota Contractors


NAPA’s Quality in Construction Awards Program recognizes pavements constructed in sustainable and/or innovative ways. Each pavement has to qualify for an award in the Quality in Construction categories — Airport Pavements, General Pavements (under 50,000 tons), or Highway Pavements (over 50,000 tons). An optional section on the nomination form allows applicants to highlight the adaptability and sustainability of the asphalt used on the project. The Green Award (t) is earned by contractors for their use of sustainable practices in the construction of an asphalt pavement.

I-94 Project Winner – Valley Paving

NAPA announced that Valley Paving Inc. of Shakopee, Minnesota, won a 2017 Quality in Construction Award for excellence in construction of an asphalt pavement. Valley Paving received its award at a ceremony during the association’s 63rd Annual Meeting in San Diego.

“The asphalt pavement industry is committed to building high-quality projects that deliver superior performance to the traveling public. All contractors’ projects earning a Quality in Construction award are measured against best practices designed to live up to that commitment,” said 2017 NAPA Chairman Dan Gallagher. “Earning the Quality in Construction Award demonstrates that Valley Paving has met or exceeded these rigorous standards.”

Valley Paving Inc. won the award for its work on I-94 in Hennepin County, a badly deteriorated, 10-lane wide concrete roadway. The company patched the road, placed an ultra-thin bonded wearing course to level the road, then laid a 2-inch lift of hot-mix asphalt. Valley Paving partnered with the Minnesota Department of Transportation to develop a paving scheduled that reduced shutdown time for paving. The company used 20 percent reclaimed asphalt pavement (RAP) in the mixes, reducing the use of virgin aggregates and saving money. Using thermal scanners and intelligent compaction technologies, the company produced a quality pavement with excellent densities.


Complying with OSHA’s Silica Rule at Asphalt Plants and During Road Construction Activities

Tuesday, March 27 – 2:00 pm – 3:30 EST
OSHA’s Silica Rule or Permissible Exposure Limit (PEL) was finalized and implemented for the construction industry in 2017. The rule goes into effect in June 2018 for general industry which includes asphalt pavement mix facilities. The asphalt pavement industry has been proactive in understanding and implementing the necessary control equipment for road construction activities and has been reviewing the types of controls that may be needed at a mix facility. Learn what steps are needed to ensure compliance with the Silica Rule at asphalt mix facilities.

Lube-Tech & Partners is excited to announce a merger between Lube-Tech Auto Parts, LLC (a division of Lube-Tech & Partners, LLC) and Mighty Auto Parts franchise of Greenville, WI.  Under the terms of the agreement, Lube-Tech & Partners now has an exclusive license to distribute Mighty automotive products throughout all of Wisconsin and most of Iowa and Minnesota. Stonebrooke Engineering

ACEC/MN celebrated its 51st Annual Engineering Excellence Awards Program on January 26, 2018 where the 2018 Grand and Honor Awards were announced. Stonebrooke Engineering, Inc. (Stonebrooke) announced that the American Council of Engineering Companies of Minnesota (ACEC/MN) has awarded the firm with a Honor Award for the Point Douglas Regional Trail project.

The Point Douglas Regional Trail project will create a safe bicycle and pedestrian connection between Hastings and Prescott, which currently has no direct connection for non-motorized users. This new trail will extend from Point Douglas Park along the St. Croix and Mississippi Rivers to TH 61 near Hastings. Part of the trail will follow the TH 10 corridor, giving users access to both the St. Croix National Scenic Riverway and the Mississippi National River and Recreation Area. Additionally, this trail will be the hub of comprehensive existing and planned regional trail systems throughout the area.

We are excited to announce that our Pavement Marking Division has been acquired by Traffic Safety Services [TSS] of Bismarck, ND. This is a great opportunity for both Swanston and TSS and our valued customers.

After 45 years of contracting this was not any easy decision for me to make.  However, this is the right time for us to transition and focus on continuing to grow our core business; distributing construction equipment and servicing the needs of our equipment customers.

TSS will be expand their well-recognized business of safety, signing and pavement marking. And, with TSS’s reputation and commitment to excellence you can expect a seamless transition.  Key contacts at TSS are Paul Hartman, President and Andy Anderson, Vice President, both great guys to work with.

Minnesota Asphalt Pavement Association in cooperation with the MN Pollution Control Agency and Wenck Associates, Inc. is pleased to announce a class for environmental training compliance. This class will assist asphalt paving facility operators and production personnel in optimizing their facilities for environmental stewardship and maximizing the efficiency of their operations.  The course is updated annually to cover areas of air quality, storage tanks, SPCC, stormwater & monitoring, and compliance.
