Major Highway Projects, Trunk Highway Fund Expenditures, and Efficiencies

This annual report identifies major projects constructed within the past two years, and all major projects programmed or planned for construction on the state trunk highway system over the next 15 years, including the interstate and national highway systems. As directed in Minnesota Statutes 174.56, this report includes projects with cost estimates equal to or in excess of $15 million in the Metro District and projects with cost estimates equal to or in excess of $5 million in Greater Minnesota. This report includes 460 projects that met the statutory cost threshold. The information provided in this report is current as of November 2016.

Life-Cycle Cost Analysis Report

In 2016, 32 construction projects were in the reconditioning, resurfacing and road repair funding categories and required a LCCA according to Technical Memorandum 10-04-MAT-01 or the MnDOT Pavement Design Manual. A LCCA was not provided for one project (SP 7608-19) which used the design-build process.

The results of the 31 LCCAs are as follows:
• Hot-mix asphalt was the low-cost option for 29 construction projects and all were selected for construction.
• Portland cement concrete was the low-cost option for two construction projects and one was selected for construction.
• One project had a portland cement concrete option as the low cost option but a HMA option was selected for construction instead. Documented justification for selecting other than the low-cost option is provided.
• In previous years the selected option of several projects was chosen using the alternate bidding process. This year no projects used the alternate bidding process.

Seasonal Load Limit Notification

Winter Load Increases are currently in effect on unrestricted highways statewide. Road Restriction maps are listed on the MnDOT Seasonal Load Limits website at www.mndot.gov/loadlimits. Also available is a text list of the restricted segments along with exceptions to the map.

61st Annual MN Asphalt Construction & Quality Workshop

This workshop is a technology exchange of new developments and strategies for asphalt pavements. This year the topics are focused on the 2017 Legislative Session, MnDOT Funding, MnROAD/NRRA, State Aid/Local Asphalt Projects, MnDOT Specs 101, Safety, Material Uniformity at the Paving Train, Life Cycle Cost for Pavement Overlays, Thinlay, Performance Testing and Intelligent Compaction/Infrared Thermal Bar. Personal Development Hours (PDH’s) will be available for attendees at this workshop.

Environmental Training

MAPA in cooperation with the MN Pollution Control Agency, Department of Natural Resources, and Wenck Associates, Inc. is pleased to announce a class for environmental training compliance. This class will assist asphalt paving facility operators and production personnel in optimizing their facilities for environmental stewardship and maximizing the efficiency of their operations.  The course is updated annually to cover areas of air quality, storage tanks, SPCC, stormwater & monitoring, compliance and more.

MPCA Small Business Environmental Loan Program

The MPCA announced that the Small Business Environmental Loan Program is available to provide low-interest loans to small businesses for capital equipment purchases that meet or exceed environmental regulations, and costs associated with the investigation and cleanup of contaminated sites. Common benefits include a healthier workplace, lower waste disposal bills, and reduced regulatory obligations. Projects that go beyond compliance may result in simpler permits and/or cost savings.
