surveyCounty Engineer Survey Now Available

A survey was sent out to each county in Minnesota from MAPA to estimate the total tons of asphalt pavement to be produced in that county for 2017.  The data results are shown from 2010 to 2017. The results are subject to error based on the submission from the county and may change.
MAPA will continue to update the results as more responses are submitted. The updated survey results will be on the MAPA members only page.

Notice of Suspensions & Debarments

Minnesota Rules Part 1230.1150, Subpart 6 requires the Materials Mangement Division to maintain a master list of all suspensions and debarments. The master list must retain all information concerning suspensions and debarments as a public record for at least three years following the end of a suspension or debarment. The list is available at http://www.mmd.admin.state.mn.us/debarredreport.asp

Beginning Wednesday, Nov. 30, phone calls about trip logging or calls for pre-authorization to move on an Annual Permit will be accepted during the hours of 6:30 a.m. to 4 p.m. 




MPCA Proposed State Implementation Plan Revision

MPCA Industrial Stormwater Regulatory Updates

The industrial stormwater program regulates 29 industrial sectors, including manufacturers, recyclers, transporters, landfills, and wastewater treatment plants. The program offers guidance, assistance, and regulatory compliance to regulated industries, and even offers facility-specific stormwater management suggestions from their engineer. The program has created several short YouTube training videos, guidance manuals, and a self-audit “inspector’s checklist” document. This summer, the MPCA’s Industrial Stormwater Program worked with interns who spent part of their internship experience working with regulated stormwater facilities. Additionally, the Minnesota Technical Assistance Program highighted this year’s interns, whose focus included waste reduction, stormwater conservation, and lean manufacturing. Update on Omnibus Air Rules

The MPCA is completing the last few steps of the process to publish the final Omnibus Air Rules, expected in December 2016. The MPCA has made changes to the proposed rule amendments based on public comments and input from an administrative law judge. The MPCA will send announcements when the rules are finalized and update MPCA’s Omnibus Air Rule Amendments webpage.

Dept. Labor Industry Updates

Corrections to Commercial & Highway Heavy Prevailing Wage Rates

Commercial construction prevailing wage rates must be paid on state-funded building projects, including state-owned buildings, colleges and schools.

Highway/heavy prevailing wage rates must be paid on state-funded public works projects, including highways, roads, airport runways, bridges, power plants, dams and utilities.

Tom Wood Joins WSB as a Chip Seal Expert

Tom has more than 35 years of experience and is an expert in asphalt-based emulsions. He has worked on preventative maintenance treatments, surface treatments, in-place recycling, HMA construction practices, asphalt forensics and mediation, and pavement preservation research. Tom is well-known in his field for chip sealing and microsurfacing. Tom has a passion for sharing his insight at more than 100 conferences nationwide. He also has authored multiple published reports on chip sealing, aggregate road dust control, and a variety of other pavement-related topics.
