Build Parking Lots to Last

Too often commercial development focuses on the facility itself with less emphasis on the pavement infrastructure. Pavement designs are often based on being the least initial cost with little concern for long-term performance. Construction can be rushed, with little oversight and inspection. Too often the rush to get the facility open for business leads to the asphalt being placed in adverse weather conditions that should be avoided. Click here to read more.


Minnesota Constitutional Amendment Legislation

Transportation funding is a key part of our asphalt industry. The gas tax has not been raised since 2009 (8 cent increase). Our current road program will not be able to maintain its performance without sustainable funding sources.

A bill authored by Senator Scott Newman (R-Hutchinson) passed the Senate Transportation Finance and Policy Committee is now heading to the Committee on Rules and Administration. The proposed constitutional amendment would allow for the sales of auto parts tax to be dedicated exclusively to transportation projects. This would allow for potentially $300 million per year for roads and bridges. The equivalent would be an almost 9 cent gas tax increase and would only use less than 1% of the general fund.

Federal Omnibus Appropriations

Congress released the Omnibus Appropriation’s bill to fund the government for the rest of FY 2018.  This legislation establishes the funding levels to enter into new contracts under the Federal-Aid Highway Program and the Airport Improvement Program for the 2018 construction season, thus it is very important for every state’s highway market.   The 2,200 page bill and related information can be found here.

Importantly, this legislation finalizes NAPA successful effort to beat back pavement design (MEPDG) and pavement-type selection (LCCA) mandates that were proposed as part of earlier drafts of the legislation.

Minnesota is expected to have an additional 32.5 million compared to 2017.

Notice of Annual Prevailing Wage Survey

The Minnesota Department of Labor and Industry conducts an annual voluntary survey of contractors in construction to determine the state prevailing wage rates on commercial, highway/heavy and residential construction projects in Minnesota. This is your opportunity to affect the construction wage rates in your community.

Watch your mail for a letter announcing the survey. Your letter contains a unique KEY and PIN for your business entity. Use the PIN and KEY to enter your survey data electronically at https://secure.doli.state.mn.us/pwratesurvey

Each year, the Division collects wage data from contractors that performed commercial, highway/heavy & residential construction projects in their area during the past twelve months. The survey will assist the Division in identifying and certifying state prevailing wage rates in Minnesota.

State prevailing wage rates in your area are determined in part by voluntary survey and those rates are impacted by those contractors that participate. Projects can be private or public construction. Only report work performed on or after April 2, 2017. See instructions and additional survey completion tips online at the link below.

You can submit your information electronically or by mailing a paper survey before June 1, 2018.  Visit: https://secure.doli.state.mn.us/pwratesurvey and use the pin and key provided in your letter to login or to download a paper survey.
